On November 19, 2013 at the Park Inn Hotel Costa Rica, was cited by the U.S. Embassy and the Technical Secretariat CONNAT , the conference whose theme was Care trafficked . Its participants were among others the Ministry of Interior, Police and Public Security, Ministry of Labour and Social Security, Ministry of Public Health, National Institute for Children ( PANI), Judicial Branch Agencies, NGOs Cooperation. He attended an excellent group of professionals such as consulting and expert care to the victim Florrie Burke.
The main lessons can be summarized mainly in :
1 – Create a culture anti – trafficking , anti – trafficking abuse because it is an offense against the dignity of human beings , is the buying and selling of a person for use as a slave and get multiple profits with her. These attacks work as punishment and control and while the rape is as level control, level of fear and anxiety increases. The victims are people who are entitled to them for assistance, protection, information, support, effective housing and the Costa Rican government has the tools, laws that protect you and give immediate response to your needs. This type of violation is a mental chain to be cut, since statistics demonstrate that behind every victim’s 20 more victims.
2 – The need for an organized work in Costa Rica, where they assist victims through professional team work and also governmental or institutions established state policies together so that efforts be made more effective and fast. For example, in the U.S. a few years ago , this was anti trafficking work individually before no clear law and had not known about the phenomenon what it was , but you knew that many people were being exploited. From 2000 laws were passed which included certain languages to help the victims, that is to say, is through teamwork, collaboration between police officers and NGOs as manages to stop this scourge alone cannot achieve.
Atención a la Víctima de Trata.
El día 19 de noviembre del 2013 en el Hotel Park Inn Costa Rica, se citó por parte de la Embajada de Estados Unidos y la Secretaría Técnica de la CONNATT, a la conferencia cuyo tema fue Atención a la víctima de trata. Sus participantes fueron entre otros El Ministerio de Gobernación, Policía y Seguridad Pública, Ministerio de Trabajo y Seguridad Social, Ministerio de Salud Pública, Patronato Nacional de la infancia (PANI), Poder Judicial, Agencias de Cooperación ONGs. Se contó con la participación de un excelente grupo de profesionales tales como la consultora y experta en atención a la víctima Florrie Burke.
Las principales enseñanzas pueden resumirse fundamentalmente en:
1- Crear una cultura anti-tráfico, anti-abuso de trata de personas porque es un delito que atenta contra la dignidad del ser humano, es la compra y venta de una persona para utilizarla como esclava y así obtener múltiples ganancias con ella. Estos ataques funcionan como castigo y control y mientras la violación sea como nivel de control, su nivel de temor y ansiedad aumenta. Las víctimas son personas que tienen derecho a que se les de asistencia, protección, información, apoyo, alojamiento efectivo, y el estado costarricense tiene las herramientas, leyes que le protegen y dan respuesta inmediata a sus necesidades. Este tipo de violación es una cadena mental que debe ser cortada, ya que las estadísticas manifiestan que detrás de cada víctima hay 20 víctimas más.
2- La necesidad de que se haga un trabajo organizado en Costa Rica, en donde se ayude a las víctimas a través del trabajo profesional y en equipo, asimismo instituciones gubernamentales o no, establezcan políticas de estado conjuntamente para que los esfuerzos sean más efectivos y rápidos. Así por ejemplo, en EEUU hace algunos años atrás, este trabajo anti trata era en forma individualizada, antes no se tenía una ley clara y no se sabía acerca de qué era el fenómeno, pero sí se sabía que muchas personas estaban siendo explotadas. A partir del año 2000 se aprobaron leyes donde incluían ciertos lenguajes para ayudar a las víctimas; Es decir, es a través del trabajo en equipo, colaboración entre los oficiales de policía y las ONGs como se logra detener este flagelo, aisladamente no se puede lograr.
